As a pracademic, I combine the use of theory and practice to teach students in the Master of Public Administration Program at the Baruch College Marxe School of Public & International Affairs, part of the City University of New York (CUNY). The School's "mission is to educate and empower leaders ... to develop inclusive, adaptable, and effective institutions."
Since I served in executive leadership and management, and front-line, roles in government agencies, I advance the School's
Public Management Specialization. I draw insights from my experience as the Commissioner of the NYC Department of Juvenile Justice (between 2002 and 2010). I do the same with my service as an asylum officer at US Citizenship & Immigration Services, part of the Department of Homeland Security (from 2017 to 2019).
These experiences further my scholarship on the policy implementation process in government agencies. I use historical and contemporary developments to explain how this process is influenced by the dynamic interplay between the top and bottom of such agencies.
